Explanation
Gwak Jong-seok, a leading Confucian scholar and independence fighter in South Gyeongsang Province, in this letter deplores how he could live comfortably even for a day when the nation seems to lose sovereignty under enormous foreign debt, and argues that local government administrators are to blame for the woeful concern felt by the people. Lee Du-hun was a well-known scholar and independence fighter representing Goryeong County, North Gyeongsang Province.
