Explanation
The Japanese police chief in Korea reports to the secretary of foreign affairs at the Residency-General on the contents of the will of Ernest Bethell in which the British publisher wished that the donations made to the Daehan Maeil Sinbo for the National Debt Redemption Movement would be used for the original purpose. Alternatively, he wished for the fund to be used for the establishment of a school.
