Explanation
Park Eul-won and 35 other members of the council of the county school (hyanggyo) in Goryeong wrote this agreement and signed it. It states that they have collected donations amounting to some 2,000 won and waited for a messenger from the national headquarters in vain, so they have agreed to entrust to the community leaders the care of the money without assigning blame to the officers who gathered the donations.
