Explanation
The deputy resident-general reports to Resident-General Ito Hirobumi that it is difficult to prove Bethell guilty because of the unique nature of the case, particularly under the Korean criminal system which acquits the offender when he reimburses diverted money. The report says that the investigation will be terminated after exposing what really happened, without seeking punishment for Bethell.
