Explanation
The deputy resident-general reports to Resident-General Ito Hirobumi that investigations of the Daehan Maeil Sinbo and other newspaper companies found no evidence that all organizations participating in the national debt redemption campaign diverted donated funds. This document indicates that the National Debt Redemption Movement fund embezzlement case involving the Daehan Maeil Sinbo was a Japanese plot to disrupt the Korean public’s campaign to repay their national debt.
