Explanation
Resident-General Ito Hirobumi instructs his deputy to ask the British consul-general to investigate the suspected removal by Bethell’s successor Arthur Marnham of two ledgers and a safe used for the National Debt Redemption Movement. Ito cautions him to offer the British sufficient evidence and secure a written reply from them to be prepared for future problems.
