Explanation
Resident-General Ito Hirobumi cautions the foreign minister in Tokyo about possible friction with the British government in connection with the arrest of Yang Gi-tak who was leading the Daehan Maeil Sinbo following the expulsion of Ernest Bethell. Yang was arrested on suspicion of embezzling part of the donations for the the National Debt Redemption Movement.
