Explanation
Maruyama Shigetoshi, Japanese inspector-general of the Korean police, reports to Sone Arasuke, deputy and acting resident-general, that Ernest Bethell, publisher of the Daehan Maeil Sinbo, Yang Gi-tak and Park Yong-gyu, staff members of the newspaper, and former defense minister Yun Ung-ryeol jointly withdrew 30,000 won from the 42,535 won deposited in the Cheonil Bank, which the newspaper collected for the National Debt Redemption Movement, and secretly transferred the money to the Yeongaepung Bank in Incheon.
