Explanation
In this letter sent to Seong Han-bong, Lee Jong-ak says the smoking cessation association in his region faces difficulties due to lack of concern about the sentiment of the local community at the organizing stage. He goes on to note that he expects the association to be dissolved before long because of jealousy of literati elites and eccentricity of local functionaries who simply sit back and watch. This is a useful material for understanding the actual circumstances surrounding the National Debt Redemption Movement in individual regions.
